“Chemical Recycling” Company Watchlist Scan: August 31 – September 29, 2026

Today’s early-warning sweep (outputs/2026-09-29-sweep.md) already logged most of this window’s watchlist movement, so this report doesn’t repeat those items. They’re listed by pointer at the end.

The month in one look

It was a quiet month for the watchlist companies. We found one new corporate filing (a PureCycle credit extension) and one new sign of local political opposition to Clean-Seas in West Virginia. We also found an August item we had missed: Agilyx quietly dropped the lease for the planned second Cyclyx feedstock-sorting center in Dallas-Fort Worth. Nothing new turned up from Alterra (beyond the RACT SIP already in today’s sweep), Brightmark, Encina, Resynergi, Eastman, or ExxonMobil Baytown in this window.

New since 2026-08-30

PureCycle Technologies (NASDAQ: PCT): $200M credit line pushed out a year [COMPANY: SEC 8-K]

• Form 8-K, event date 2026-08-28, filed 2026-08-31. The $200 million revolving credit facility from Sylebra Capital Partners Master Fund and Sylebra Capital Menlo Master Fund now matures 2028-09-30 instead of 2027-09-30. PureCycle pays a “maturity extension fee,” and the filing does not state the amount. Guarantors include PureCycle Technologies LLC, PureCycle Augusta LLC, and PureCycle (Thailand) Company Limited.
• Why it matters: Sylebra, PureCycle’s largest backer, is funding the company for another year. The Q2 results (2026-08-06) reported a $142.2M net loss and $4.5M revenue. Keeping Augusta, GA as a guarantor entity means that project is still being carried on the books. There is no site-specific permit or construction change.

• Facility file: none. This is corporate financing with no site. Note that the repo has no PureCycle Ironton OH or Augusta GA facility file. PureCycle’s process is solvent-based purification of polypropylene, which is borderline under Lexicon Rule 1. A human should decide whether to track those sites.

Clean-Seas West Virginia (Clean Vision Corp): Kanawha County Commission president comes out against the plant [NEWS]

• WV MetroNews, 2026-09-24: Commission President Ben Salango said he cannot support the plant until the company’s owner comes in person to answer residents’ concerns: “Until they do that I’m opposed.” Concerns cited: no local air monitoring, proximity to Riverside High School, and the company’s financial stability. The opposition petition has passed 1,000 signatures. The article reports no commission vote or formal action, and Clean-Seas has responded only through press releases.
• Status is unchanged: WVDEP R13-3728 is FINAL [AGENCY], and whether an Air Quality Board appeal was filed in time is still unconfirmed (see sweep).

Agilyx / Cyclyx: Dallas-Fort Worth feedstock center lease terminated [COMPANY], BACKFILL

• Dated 2026-08-06, before this window. No prior report caught it (the 09-03 sweep said “no new US site announcement”), so it is logged now with the date flagged. Agilyx ASA says it terminated the lease on “the Dallas-Fort Worth facility, previously intended to house the second Cyclyx Circularity Center.” The deal “does not require any additional cash payment by Agilyx” and eliminates a lease liability of about USD 32.7 million disclosed in February 2026.
• Meaning: the second Cyclyx feedstock-preparation hub (Lexicon Rule 1, upstream infrastructure) is effectively cancelled. It had been planned at about $135M for 2H 2026. The Houston Circularity Center (now ExxonMobil/LyondellBasell-owned after the February restructuring) is not affected by this release.
• Also: 2026-09-02, Agilyx ADRs began trading on the US OTCQX market [COMPANY]. This matters only because it creates US disclosure touchpoints.

• Facility file: not created. The release gives no city (earlier coverage said Fort Worth), and the site never reached permitting. cyclyx-houston-tx.yaml is a different site and was not changed. A human may want to add a cancelled cyclyx-fort-worth-tx record for Oil & Gas Watch gap-sharing.

Loop Industries: strategic alternatives committee [NEWS]

• Around 2026-09-17/18: Loop’s board formed a Strategic Alternatives Committee to “advance commercialization.” Loop is a Montreal PET depolymerization developer with no active US site. Today’s sweep mentioned this but didn’t log it. Low priority: watch for a sale or licensing deal that brings a US site back.

Checked, no new signal in window

• Alterra Energy (Akron, OH): the Ohio EPA VOC RACT SIP comment period closes 2026-09-30 (1 day) with a hearing the same day. It is already in today’s sweep and log, so it isn’t repeated here. There was no licensing news (Freepoint Gulf Coast, Abundia).
• Brightmark: no new Thomaston GA final-permit record found (last known: draft, hearing 2026-05-18). Ashley IN plastics line is still paused (reported early August, covered 08-30).
• Encina: latest release 2026-07-02 (BASF collaboration, Gulf Coast). No US site named.
• Resynergi: relocation state still undisclosed; nothing new.
• Eastman: the only company news in window is the Rubbermaid/Tritan Renew item (08-26, covered 08-30). The Kingsport TDEC hazardous-waste reissuance is already logged in today’s sweep. Longview is still on hold.
• ExxonMobil Baytown: nothing new. A search engine showed a “September 8” date on the third-unit announcement, but the company page is dated 2026-02-02, so this is not a new item.
• Abundia (AGIG): latest items are August ($10M credit facility 08-17, $5M buyback 08-24/26 8-K). Cedar Port FID target is still Jan–Apr 2027. Nothing after 08-30.
• LyondellBasell MoReTec-2 (Houston), Nexus Circular, Braven, Cyclyx Houston, New Hope Energy, Reju, Freepoint Eloy: no new signal found.

Method note

This run used web search and fetches of company newsrooms and IR pages (PureCycle via stocktitan/EDGAR, Agilyx, Encina, Eastman, AGIG), Resource Recycling’s September announcements, and local news. Plastics News (403) and the Waste Dive topic page (404) could not be read. EDGAR was not queried directly except for the PureCycle 8-K link, and earnings transcripts were not read. No agency portals were enumerated beyond what today’s sweep covered.

Same-day re-run addendum (2026-09-29)

I ran the watchlist scan a second time today. The last-run date was also 2026-09-29, so the window is only the hours since the report above. Nothing new. No rows were added to the coverage log and no facility files changed.

• Checked: general pyrolysis and “chemical recycling” news; PureCycle, Brightmark, Encina, Alterra and Resynergi; ExxonMobil Baytown and Eastman; Clean-Seas Belle appeal status; Alterra Akron RACT hearing.
• Results already covered: the Baytown “September 8” third-unit date (dismissed above; company page dated 2026-02-02); Salango’s opposition to Clean-Seas, also reported by WCHS on 2026-09-24 (https://wchsnetwork.com/2026/09/24/salango-comes-out-against-clean-seas-operation-concerned-about-unresponsiveness-from-developers/), which is the same event as the MetroNews item already logged; the Fair Shake appeal effort (in today’s sweep). The “Pure Cycle” (PCYO) conference result is a water utility, not PureCycle Technologies, so it is out of scope.
