  • Action: Source-specific VOC Reasonably Available Control Technology (RACT) for Alterra Energy LLC, Facility ID 1677011258, submitted “for approval into Ohio’s state implementation plan (SIP) for the 2015 ozone National Ambient Air Quality Standard (NAAQS).” Notice type “Air Pollution State Implementation Plan.” Ohio EPA “has determined that the RACT study is sufficient to justify employment of an enclosed vapor combustion unit with a control efficiency of not less than 98%, by weight, for VOC, proposed by the facility to act as RACT.” Facility is “located in the Cleveland 2015 ozone maintenance area and has no prior existing source-specific RACT.”
  • Why it matters: RACT applies here under OAC 3745-21-11(B) to facilities with “the potential to emit of fifty tons per year or more, but less than one hundred tons per year of volatile organic compounds.” That puts Alterra’s VOC potential at ≥50 tons/yr on Ohio EPA’s own record. The 2025 draft renewal PTIO P0133062 allowed “up to 34.7 tons of volatile organic compounds” (reported by Signal Akron, 2025-06-14; not re-verified at the permit). That gap is a specific, on-record point for a comment. The proposed RACT is the vapor combustor Alterra already runs, so the SIP would lock existing control in as “reasonably available” with no added measures.

No pyrolysis stated for this site; WAST’s stated model is tire pyrolysis at Midland, TX (Section 3).

Clean-Seas West Virginia Inc (Clean Vision Corp) — Belle, Kanawha County, WV — appeal clock passed; organizers say they are appealing with Fair Shake

  • R13-3728 (Facility ID 039-00760) is FINAL. The 09-11 (or 09-14) AQB appeal deadline has passed. The AQB docket still lists only 25-04-AQB (unrelated). The AQB has not uploaded documents since 2026-04-24, so a filing would not show there.
  • New: WV Watch, 2026-09-19: organizers are “partnering with Fair Shake Environmental Legal Services to appeal the permit.” Community forum held 09-22, Belle Town Hall gym, 1100 E Dupont Ave. The Town of East Bank passed a resolution against the plant, and organizers are asking other towns for resolutions. “since the state issued the facility an air quality permit, the company is free to finish construction and start operations.” Whether an appeal was actually filed by the deadline is unconfirmed.

  • Berkeley County SWA minutes, 2026-08-26: site-approval application “deemed complete” and accepted (3-0, 1 abstention). “Their legal ad for an air permit will be published next Wednesday.” “Mavitec Green Energy from the Netherlands was sent by BurCell on 8/13/26 to do a 3D scanning of the Resource Recovery building.” The SWA agenda of 2026-09-23 lists “LEASE WITH BURCELL” and a “COMPREHENSIVE SITING PLAN REVISION.” Minutes are not yet posted.

A0079807 and A0080692 request approval “to combust diverted fuel gas from the Pyrolysis units (P001 &P002) to the Plant Flare” and an annual loading-rack limit of “23,896,185 gallons per rolling, 12-month period.” The 11/17 application was not opened. No draft or final action on these was found. Plant idle since 2026-07-26. “Plastic Back” search returned 0 notices.

Waste Energy Corp — Midland, Midland County, TX — campus expansion complete; still commissioning

  • Release 2026-09-25: expansion to “approximately 12.5 Acres” complete, for “waste processing, tire handling and future conversion operations.” A 2026-09-15 release says “Final Commissioning Work Advances”; commercial operation (targeted mid-September) is not announced. No TCEQ air authorization for the conversion unit located (TCEQ pending NSR list read in full, 435 rows; no Waste Energy entry).

PROCESS NOTE

  1. Alterra was open for six weeks and we found it with one day left. First notice 08-17 and extension on the 09-06 Weekly Review, both missed by the 09-03 and 09-10 runs because Ohio was marked unreadable. The notices DB renders in a browser. Channel Map Ohio entry should say: “enumerate notices.epa.ohio.gov in a browser every run; filter Air, action date since last run; also filter Notice Type = Air Pollution State Implementation Plan.” RACT SIP actions are a notice type not in Lexicon Rule 2. Add “RACT / SIP revision (source-specific)” to the document-type list.
  2. Channel Map location. The prompt says to look for CANONICAL_State-Permit-Channel-Map in the outputs folder. It is not there; it is appended inside prompts/facility-lexicon.md. Either split it into its own file or fix the prompt. The 09-10 readability changes and new Provisional channels were never written back into it.
  3. Coverage log has no “Permit Expiration (renewal calendar)” column. The prompt asks us to scan that column, but the repo header is date_found,facility_slug,report,title,url,kind,note, so expiration dates live in free-text notes. Add a permit_expiration field to the facility YAML schema instead.
  4. Partner intake channel is undefined in this environment. There is no uploads folder, and this run could not reach email. Define a drop folder (e.g. data/intake/) so step 1 of the search order can actually run.
  5. Tier I in Oklahoma. Synthesia is a Tier I minor-source construction permit. If Tier I carries no public comment period, the only intervention points are the local city process (already passed) and post-issuance. Channel Map Oklahoma entry should note Tier I vs Tier II/III.
