• WVDEP DAQ construction permit R13-3728 (Facility ID 039-00760) FINAL, signed 2026-08-12, for a 50 ton-per-day plastic pyrolysis chemical manufacturing facility at 2700 E. Dupont Ave. The AQB appeal deadline (2026-09-11, or 09-14) has passed.
• WV Watch 2026-09-19: organizers are partnering with Fair Shake Environmental Legal Services to appeal the permit; whether an appeal was filed in time is unconfirmed. AQB docket read 2026-09-29 lists only unrelated 25-04-AQB, and the AQB has not uploaded documents since 2026-04-24; confirm with Clerk Kenna DeRaimo.
• Community forum 2026-09-22 at Belle Town Hall gym; Town of East Bank passed a resolution against the plant. Company is free to finish construction and start operations under the permit.
• WV MetroNews 2026-09-24: Kanawha County Commission President Ben Salango says he opposes the plant until the owner meets residents in person ('Until they do that I'm opposed'). This is a personal statement; no commission vote was reported. Opposition petition has more than 1,000 signatures.
• OGW lists the site (6475) as Proposed; final permit not recorded. OGW moved Clean Vision's AZ, MI and PR projects to On Hold on 2026-09-14. Clean Vision filed SEC Form 15 on 2026-06-26 and no longer files 8-Ks or 10-Qs.
