  • Air permit F-25-019 (Conditional Major/Synthetic Minor; Source ID 21-145-00157, AI 184811): KY DAQ “EXECUTIVE SUMMARY FINAL” dated October 7, 2025 indicates the air permit was issued — reported, not confirmed (document at https://us-east-1.storage.xata.sh/m70jvtus2agj44154spcvud941nfatlk could not be re-read this run).   • Pinal County AQCD pages returned empty bodies and browser navigation was denied. Whether the final revised Class II permit (LPG loadout, “Equipment Update”) was issued after the 03-09 hearing could not be determined. The only readable document remains labeled DRAFT (header dated 1/14/26).
  • Hebron OH shutdown (07-26) is on the record as new evidence. Freepoint told the Pinal BOS in Feb 2026: “We are only going to build this one if the first one works” (Inside Climate News, 2026-04-20).
  • Next step: AZ partners call Pinal AQCD (airquality@pinal.gov, 85 N Florence St, Florence AZ 85132) for the C31386.R01 final action date; if issued, appeal clock is 30 days from issuance under Pinal Code.

Alterra Energy LLC — Akron, Summit County, OH — renewal PTIO P0133062 — FINAL STATUS UNRESOLVED

  • Ohio EPA notice system (JS) unreadable; no document confirming final issuance of the 2025 draft renewal (5,000 lb/hr Plastics Recycling Unit 1) was found. Stack test was due 2026-05-22 under the draft.

Priority Plastics, Inc. — Portland, Jay County, IN — window closed, no final action posted

  • Draft MSOP M075-50299-00039 comment period closed on or about 2026-08-25. As of the 09-01 IDEM page update, the notice is off the list and no Notice of Decision appears. Conversion process never confirmed. Update log status to WINDOW CLOSED — watch for final action; check IDEM CAATS permit 50299.

Renewal calendar — permits expiring within 12 months

  • The “Permit Expiration (renewal calendar)” column is empty for every logged facility except Brightmark Ashley (2026-07-31, now renewed). Nothing can be flagged for expiry within 12 months because the dates were never captured.   • TCEQ 30 TAC Ch. 328 scrap tire registrations / TCEQ Permit Search Portal (new portal live 2026-08-31) — tire-pyrolysis operators enter through Ch. 328 before any air notice. Needs a browser-capable reader.
  • Alabama ADEM eFile — one sighting (CSRC/Sheico Phenix City), stale. One sighting is a notice, not a channel; review 12-03.
  • Tyre & Rubber Recycling (trade press) — caught InnoVent, Waste Energy commissioning, and the Alabama project; add to the newswire rotation. Review dates due this run: none. The 08-06 sweep added Georgia EPD, Kentucky DAQ, NDEP, and state water/pretreatment channels without review dates; set them to 2026-11-06. Promotions/retirements: none. Recommend Georgia EPD be promoted to CONFIRMED at its review date — second in-scope sighting (Brightmark Thomaston) plus a readable weekly advisory format; it is the best-behaved agency page in the file. ————————

  • Braven Environmental: Texarkana TX $145M plant cancelled (Beyond Plastics dates it 05-24; OGW 05-28); Zebulon NC plant observed non-operational 06-25 with hazardous-waste issues in state records.
  • Beyond Plastics count (06-09): eight commercial “chemical recycling” facilities operating nationally, six of them pyrolysis.
  • Waste Energy Corp Fayetteville, NC: confirmed scrapped March 2025; site still a possible plastics collection point.

PROCESS NOTE

  1. Both canonical docs are missing from every location the task names. No file titled CANONICAL_Facility-Detection-Lexicon or CANONICAL_State-Permit-Channel-Map exists in Drive, the working folder, uploads, or the project files. Either they live under another name or were never saved to Drive. This run rebuilt the channel list from the 08-06 sweep. Fix before next Thursday or every run will re-derive the map.
  2. Coverage log has a duplicate. Two Google Sheets named CR-Brief-Coverage-Log (IDs 13i_tWQqery… and 1TiFCdXNHlGDtylcbsDHOe3m91NY1VaLqcJlSpfpmkKc). Delete or rename the second.
  3. The Drive connector cannot append rows to a Google Sheet. New rows and status updates are in the companion CSV (CR-Brief-Coverage-Log_APPEND_2026-09-03.csv) in the outputs folder and uploaded to Drive as a Google Sheet (https://docs.google.com/spreadsheets/d/1oI1v9yu8U222q_k4YhECm98Ot9ztciBOevtzczXCdkE); paste into the master sheet. The renewal-calendar column is empty for every facility — populate it or the 12-month expiry check is a no-op.
  4. Agency pages are the failure mode. Browser navigation was denied for every .gov domain tried (dep.wv.gov, epa.ohio.gov, eec.ky.gov, in.gov, pinal.gov, tceq.texas.gov, pacodeandbulletin.gov, dec.ny.gov, permitsearch.gaepd.org) and for oilandgaswatch.org and change.org. Only static HTML/PDF agencies (IDEM, GA EPD, NC DEQ, MDE, TCEQ asset files) were readable. Nine jurisdictions are unread, not clear. Channel Map should record for each channel: static (fetchable) vs JS (needs browser) vs denied — and the Thursday sweep should be run from a session where the browser pane has these domains allowed.
  5.
