Not pyrolysis on the available text; MSW-to-fuel processing at the former Entsorga site is the kind of facility that adds a thermal step later. Applicant out of state (signal 4).

  1. Clean-Seas is a one-day clock and nothing on the public record says anyone is filing. The docket read is clean as of this morning, but the AQB stopped posting documents 04-24, so a same-day filing would not show. This needs a phone call, not another sweep.
  2. Empire Green Generation was sitting on a page we had marked DENIED. The WVDEP NSR listing was readable this run and has been for an unknown number of weeks; the 13-3555B application has been pending since April. Channel Map §3 WV entry should say: listing STATIC, enumerate every run, all counties; PDFs DENIED. Lexicon §2 additions: “Part 241 determination” / “non-hazardous secondary material” as a pyrolysis tell; “Technotherm”; “Subpart JJJJ” engines burning pyrogas.
  3. Search budget. Four parallel agents consumed the session’s 200-search allowance before Section E (community petitions) and several facility follow-ups ran. Next run: sequence the agents, or cap each at 40 searches, and run community signals first since they have failed three runs straight.
  4. Fetch provenance rule. The fetcher only opens URLs that first appeared in a search result or a prior fetch; agency URLs typed from the Channel Map are refused. Workaround used: one domain-restricted search per agency to unlock the page. Add the workaround to Channel Map §2 so the next run does not lose twenty minutes rediscovering it. The OGW fact-sheet PDF was still refused even after appearing in a fetched page — paste it into a message and it becomes fetchable.
  5. Oklahoma portal truncates at 209 rows and the 2026-series applications (where Synthesia 2026-0031-C lives) are past the cut. Third run without a Synthesia status. Needs a browser pass or a partner in Oklahoma.
  6. Ohio unread for the fifth run. Alterra’s final renewal PTIO remains the longest-standing unresolved question in the file. The Akron Regional AQMD records request (Laura Miracle, lmiracle@schd.org) is the only path that does not depend on the JS app.
  7. Log corrections: Freepoint Yermo companion notice is 2026-06357, not 06360. Green Mountain issuance date 2025-10-07 now confirmed (mirror). Add SOBE row (revoked), Empire Green row, BurCell row (watch), MediWaste final (out of scope).   8. EPA-HQ-OAR-2025-1212 is the structural threat to this whole sweep: if minor-NSR public notice becomes optional, the channel map goes dark by state statute rather than by JavaScript. Worth a line in the Monday brief.
