Chemical Recycling Weekly Brief: August 24–30, 2026

The week in one look

The plants were quiet this week. Rubbermaid said on August 25 it will put Eastman’s Tritan Renew resin into its Brilliance food-storage line (Resource Recycling, Aug. 25](https://resource-recycling.com/analysis/industry-announcements/2026/08/03/industry-announcements-for-august-2026/))). That resin carries certified recycled content from Eastman’s methanolysis plant in Kingsport, Tennessee, which matters because Kingsport is one of the few US chemical recycling operations actually running at commercial scale. When a household brand starts buying the output, the industry gets a story to tell regulators. Watch for it in comment letters. No new projects, no groundbreakings, no permit filings, no enforcement. Since the last brief ran July 27, two mid-August items that settled open questions are covered below with their dates plainly marked: West Virginia issued Clean-Seas its final air permit, and Brightmark idled the plastics side of its Indiana plant.

Federal

EPA sat on its hands again this week. The proposal to pull pyrolysis out of the Other Solid Waste Incinerators rule closed for comment May 4 and the agency has said nothing since. The American Chemistry Council wants the change and calls it regulatory clarity. Beyond Plastics calls it a sneak attack on the Clean Air Act. Legal shops tracking the docket don’t expect a proposed rule before late 2026, with a final rule in 2027 or 2028. Here’s what the wait means on the ground: state air divisions are the whole ballgame. West Virginia just showed how that goes. The docket to watch is EPA-HQ-OAR-2025-0068.

• EPA OSWI docket. Industry is pressing for a proposed rule before year-end. Any movement resets the map.
• Freepoint in Eloy, AZ. Pinal County’s air permit process continues for the proposed 400 million-pounds-per-year plant while the company’s Hebron, Ohio facility sits suspended and stripped of its recycling classification by Ohio EPA.
• Brightmark in Ashley. How does the pause square with the outstanding IDEM order, and does the proposed Thomaston, Georgia plant survive it?
• LyondellBasell in Houston. The company says it is permitting a commercial-scale pyrolysis facility there. Watch TCEQ filings.
