A third item — a $390 million textile depolymerization plant announced for Rochester, NY — is at the pre-permit stage and represents the earliest possible intervention point.

1. Clean-Seas West Virginia — comments due July 27

WVDEP has issued a preliminary determination to approve the air quality permit for Clean-Seas West Virginia, Inc., a subsidiary of Clean Vision Corporation, to build a plastic pyrolysis plant at 2700 E. Dupont Ave. near Belle (the former 84 Lumber building), in a corridor of schools and businesses. Written comments must reach the Division of Air Quality by 5:00 p.m. Monday, July 27, 2026. A public meeting was held July 14 at Belle Town Hall; the comment window is the remaining lever. Grounds advocates are already raising, per local reporting:

• Financial viability: Clean Vision’s SEC reporting obligations were suspended January 1, 2026 (fewer than 300 holders of record), and the Ohio River Valley Institute has documented the project’s financial risk to the state, which has committed millions in support.
• The company already secured a permit exclusion in February 2026 for a “Training, Research and Feedstock Evaluation” unit at the site — equipment is moving ahead of the full permit decision.
• Sector track record: comparable pyrolysis plants have failed to perform as permitted (see Freepoint, below).

2. Freepoint Eloy, Arizona — reported August 7 deadline; verify before relying on it

Freepoint Eco-Systems Eloy Recycling LLC is permitting a pyrolysis plant at 901 N. Tweedy Road, Eloy (Pinal County) — phase one 90,000 tons of plastic waste per year, nameplate capacity approximately 180,000 tons per year, with pyrolysis oil sold exclusively to Dow. Sources conflict on the live comment window: a Pinal County Air Quality Control District comment period reportedly closed March 9, 2026, while a separate ADEQ public notice lists a comment deadline of August 7, 2026 (comments to airpermits@azdeq.gov). There appear to be two permit tracks (county and state). The August 7 date is reported, not confirmed — check ADEQ’s public notices page directly before circulating a deadline. Why this facility deserves principal-level attention: it is the same operator whose Hebron, Ohio plant ceases operations July 26, 2026 after Ohio EPA issued five Notices of Violation, revoked its recycling-facility status (the plant converted less than 70% of plastics to pyrolysis oil for three consecutive quarters), and documented 27 malfunctions in the first five months of 2026. The Eloy plant is, in effect, that capacity relocating to Arizona at double the scale. Moms Clean Air Force and local residents have already filed opposition; a Change.org petition (“Protect Pinal County Air Quality”) is live.

3. New lead: Reju “Regeneration Hub,” Rochester, NY — pre-permit

Reju, a Technip Energies subsidiary, announced January 20, 2026 the selection of an 18.9-acre site at Eastman Business Park in Rochester for a $390 million, 145,000-square-foot plant that will chemically depolymerize post-consumer textile waste (polyester) into rBHET for repolymerization into new PET. Announced capacity is the equivalent of 300 million garments per year. No NYSDEC permit application has surfaced yet. This is a chemical recycling facility that will never appear in a pyrolysis keyword search — the company’s own vocabulary is “regeneration,” “circular textiles,” and “polyester renewal.” Catching it at site selection, before any permit filing, is the maximum-notice scenario this sweep exists to produce. Recommended: put a standing watch on NYSDEC’s permit database and Monroe County notices now, so the comment window is caught on day one.

4. What else was checked (and found quiet)

Ohio EPA, Pennsylvania DEP eNotice, Louisiana DEQ, Rhode Island DEM, TCEQ pending permits, and Oklahoma DEQ draft permits surfaced no new plastics-chemical-feedstock filings this week. Indiana showed only a routine wastewater permit renewal for the existing Brightmark Ashley plant. The Resynergi fight in Rohnert Park, CA has resolved — the company withdrew its air permit application under community pressure and plans to leave California (worth watching where it lands). SEC and press sweeps of Clean Vision, Waste Energy Corp, Encina, Cyclyx, Alterra, and New Hope Energy produced no new U.S. site announcements beyond the items above.

Caveats

• Several state permit databases are JavaScript applications that could not be read live this run; they were covered through indexed and cached content. The conflicting Freepoint Eloy dates are likely a symptom — verify against ADEQ directly.
