- The PA find came from reading the Bulletin in full, not from a keyword search. The Crawford notice contains “Pyrolysis” and “tire,” but it sits in a plan-approval application list that eNotice and keyword runs do not surface reliably. Lexicon Rule 2 should name “Plan Approval application (PA, ‘Special Public Interest’ list)” as a document type. Channel Map PA entry: read that section every Saturday (dated note added).
- “Administrative update” amendments remove the window. MDE is treating Grace’s extension as administrative, so no notice. This is a variant of the Rule 6 “equipment update” pattern. Add “administrative amendment / administrative update to construction permit” to Rule 6’s framings, and treat any such amendment at a known site as a records-request trigger.
